Речь идёт о лошадином хомуте. Во времена, когда лошади составляли бо́льшую часть тягловой силы в поле и на дорогах, самые нагруженные тянули так, что их хомуты съезжали вниз. Напротив, те животные, хомуты которых свободно болтались на шее, явно не прилагали больших усилий. To work up to the collar означает напряжённо работать.

I shan't be able to answer the phone between four and five. At that time we shall all be working up to the collar. — Я не смогу отвечать на телефонные звонки между четырьмя и пятью часами. В это время мы все будем напряжённо работать.
